To contribute to building Hainan into an “International Education Innovation Island” and enhance the internationalization level of education in the Xinyingwan Bay Free Trade Port New City, plans are underway to establish the Hainan International Consortium University (provisional name).
Centered around the industrial demands of the Hainan Free Trade Port and international education trends, six major professional clusters have been meticulously planned: Digital Economy, Artificial Intelligence, Cybersecurity, New Energy, Big Health, and Creative Intelligence. It will conduct academic collaboration with renowned domestic universities and build an international platform for industry-education-research integration.
The goal is to cultivate high-quality talents with international perspectives, professional skills, and innovative capabilities, optimize the talent supply structure, provide robust talent support for regional development and global industrial upgrading, and commit to meeting the talent needs of Hainan’s “Two Zones, Three Cities, Six Parks” high-tech industrial spatial layout, thereby serving the construction of the Hainan Free Trade Port.

Plot D7 in the New Yingwan Bay Free Trade Port New City totals 641.4 mu, located in the fourth sector of the new city, with a plot ratio of 1.2. Originally designated for higher education use, the overall plot conditions are good, surrounded by other educational land plots, adjacent to the Chaotou River to the east, with high land flatness, convenient transportation, and no other interferences.

The D7 education plot serves as the Phase I site, with a planned enrollment scale of 4,000 students; Phase II plans for an additional 600 mu, increasing the enrollment scale to 8,000 students.
The main teaching building, laboratory building, and student apartments in Phase I will be constructed according to LEED Gold-certified green building standards, equipped with an intelligent temperature control system that automatically adjusts temperature based on indoor and outdoor environments, saving energy. The photovoltaic power generation system utilizes solar energy to provide clean electricity for the campus, reducing reliance on traditional energy sources. The Phase II International Innovation Center and Industrial Research Institute will achieve full 5G + IoT coverage, creating an intelligent research and innovation environment. An “AI Innovation Workshop” will be established to provide students and researchers with a platform for practicing and innovating in AI technology. A “Carbon Neutrality Pathway Simulation Platform” will be used to research and simulate pathways and methods for achieving carbon neutrality.

The Phase III ASEAN Digital Park and Zero-Carbon Experimental Zone will be cooperatively designed by member universities, integrating a blockchain data mid-end to achieve secure data storage and sharing. The application of hydrogen energy storage demonstration devices demonstrates the practical achievements of zero-carbon energy storage technology.
